Police Seek More Victims After Highlands Teacher Sean Dicer Charged with Abuse
Police in Allegheny County are urging the public to come forward, believing there may be additional victims after former Highlands School District teacher Sean Dicer was charged with sexually abusing students.
Dicer, 53, was arrested last week and is currently being held in the Allegheny County Jail. He faces a slew of serious charges, including institutional sexual assault, involuntary deviate sexual intercourse, and sexual extortion.
Details of the Allegations
According to the criminal complaint, the investigation began in November when a 16-year-old boy came forward. The victim alleged that the abuse started in the summer of 2021 inside Dicer’s home in Brackenridge.
Investigators revealed disturbing details about how the former teacher allegedly groomed his victims. The complaint states Dicer met the first victim at a park when the boy was just 8 years old, positioning himself as a “father figure” over the years.
“Cash App” Payments Discovered
Detectives uncovered evidence suggesting Dicer used money to silence the victims. When one student threatened to report the abuse, police say Dicer would apologize and offer gifts.
Investigators found proof of Cash App payments from Dicer to the victim totaling $6,000.

The authorities believe these two known cases might just be the tip of the iceberg. Following the media coverage of the 53-year-old’s arrest, detectives received new information indicating other students may have been targeted.

School District Response
In a statement, the Highlands School District confirmed that Dicer was employed as a teacher until his resignation in 2022.
“While we are unable to comment on specific personnel issues, Highlands School District follows all required procedures if there is an allegation of an inappropriate relationship between a teacher and a student,” the district said.
